Take November or June instead of October

Book a time slot for the Jeronimos monastery
Belem has three lines in one riverside mile. The line for the Jeronimos monastery is the longest. The tower's line is capped and slow. The bakery's line for custard tarts moves fast all day. Belem is worst from 10:00 to 16:00 and closed on Mondays.
Book Jeronimos ahead or be there at opening. See the tower from outside unless the day is Calm. Take the tarts from the takeaway line and eat them on the grass.
Castle at the first slot, Tram 28 before 09:00
The Castelo de Sao Jorge has timed tickets; the first slots give you empty ramparts. Alfama's stairs jam late in the morning on ship days. Tram 28 is standing room only from mid-morning, and the lines at the stops last longer than the ride.
Take the castle's first slot and walk down through Alfama before the ship groups climb it. Ride Tram 28 before 09:00 or after 20:00 from an end stop. Skip the Santa Justa lift: walk up through the Carmo ruins for the same view.

Sleep near the Gulbenkian
Lisbon's crowd keeps to Belem's monument mile, Tram 28's route and stops, Alfama on cruise mornings and the Santa Justa lift. The Gulbenkian and its gardens, Graca and Sao Vicente on the hill above Alfama, Cacilhas on the south bank and the Azulejo museum east of the centre stay quiet.
Stay a few stops from the centre, near one of the quiet places. Graca keeps neighbourhood hours above Alfama. The city page names the quiet places and links to hotels there.
Eat at 13:00 sharp or after 15:00
The benches of the Time Out Market fill at meal hours. LX Factory is busiest at weekends, and Sunday brunch there needs patience or an early start. In Belem, the bakery's line for custard tarts moves fast all day.

Pack for sun, stairs and hills
In September Lisbon has about 26 °C by day and rain on about 6 days. The tips above ask for early starts, the stairs of Alfama and a lot of walking between the hills.
Bring shoes you can walk in for hours, and a power bank for tickets and maps. An umbrella can stay at home in September.
