Fortress at first light, bay by morning boat
The fortress climb, San Giovanni's 1,350 steps, forms a line on cruise middays, in full sun on bare stone. The morning boats to Our Lady of the Rocks go out before the excursion fleets. The maritime museum and the small churches never have a queue.
Climb at first light or in the last two hours; carry water, and come down by the Ladder of Kotor path. Take a morning boat to Our Lady of the Rocks; give Perast an hour. Keep the museum and the churches for the hottest hours.

Pack for the climb: water, shoes, an umbrella
